| Co-op expects 13-15% increase in power costs for remainder of 2008-2009 |

| Palmetto Electric and 19 other South Carolina co-ops received news of the impending increase in July from their power
suppler, Central Electric Power Cooperative in Columbia. Central purchases wholesale electricity on behalf of 20
independent, consumer-owned electric distribution cooperatives around the state.
